Formulation of National Housing Policy
National Housing Department was
in operation till 1978 and later this was established as
National Housing Development Authority in 1979.The National
Housing Development Authority is doing a yeomen service for
the development of housing , which is a basic requirement of
man. As there was no National Housing Policy formulated a
Committee was appointed in 2007 to archive this task.
Final
Draft has already been prepared. It is expected to be
launched before the end of the year incorporating necessary
amendments.

Introduction
of Low Cost Technology and Popularize same among the Masses.
General public faces serious
difficulties in meeting the exorbitant expenditure to
construct a house. The cost of building materials increased
tremendously due to manufacturing cost of building
materials soaring high day by day with scarcity of some
building materials due to stringent measures taken by the
Government to eradicate Environment Pollution. Steps have
been taken by the Ministry of Housing and Common Amenities
to introduce Low Cost Technology to build houses, conducive
to man by replacing alternative building materials to
overcome shortages of necessary building materials.
In
addition , arrangement are afoot to make the masses aware by
popularizing Low Cost Technology in building houses with the
help of Training Courses, Workshops and Exhibitions of
Model
houses through the Training
Units of Center for Housing Planning and Building of the
ministry. Furthermore, arrangements were made to make the
public aware as to this low-cost technology through
exhibitions held to commemorate World Habitat Day.

Implementation
of Housing Projects through Private Sector.
In an era where the housing
requirements of the people are very acute, and with a view
to speed up the fulfillment of housing requirements of the
middle-class people, Housing Projects with the participation
and co-operation of Private Sector are underway without
waiting solely on the Government to accomplish this daunting
task. considering this aspect, houses are constructed on
Crown lands with the help of monetary contributions from the
Private Sector.

Housing
Programmes for Immigrant Workers
Concessionary Housing Programmes have been set up for the
sake of low-income Sri Lankan Immigrants in collaboration
with Foreign Employment Bureau of the Ministry of Foreign
Employment Development and welfare and National Housing
Development Authority of the Ministry of Housing and Common
Amenities in accordance with Mahinda Chinthana Policy
declaration.
As an
inaugural step for these Programmes have been set up for the
sake of low-income Sri Lankan Immigrants registered in the
Foreign Employment Bureau and got disabled while being
employed abroad.
Provision of Financial assistance, selection of eligible
persons, and distribution of selected lands are performed by
Foreign Employment Bureau while preparation of house plans
and construction of houses are performed by National Housing
Development Authority.
Funding Allocation will be made available for the
construction of houses or House Development for a maximum
limit of Rs.2 lakhs.

Development of low-income Settlements in Suduhumpola, Kandy
as a Pilot Project to minimize landslide hazard.
Suduhumpola Patanawatta was selected as a Project to
minimize landslide and hazard taking into consideration the
theme of “A Safe City is a Just City” adopted by World
Habitat Commemoration in 2007.
A
housing settlement constructed on a hilly slope close to
Kandy without proper planning and guidance, face land-slide
hazard due to poor drainage system for the flow of rain
water and irregular sewage system. According to the
information gathered from Geological Surveys and Socio
Economic Surveys and with a view to minimize this Landslide
hazard, Programmes are underway with the leadership of
Ministry of Housing and Common Amenities, ably supported by
National Building Research Organization and Kandy
Municipality.

“Jana Sevana” Radio Programme and Monthly Magazine
To make the people aware and to
educate them the value of low-cost technology, technical and
architectural aspects as well as the planning of the house,
most suitable to you, a Radio Programme from 6.30 a.m to
6.45 a.m.(05 minutes duration) is being broadcast daily in
Sinhala and Tamil Medium for the benefit of low-income
groups. In addition, in order to give a broad outlook,
knowledge and know-how based on the information given by
Radio Programme a Magazine titled “Jana Sevana Radio
Monthly Magazine” in both Sinhala and Tamil Medium is
published for the benefit of readers. German Technical
Co-operation give financial patronage to this programme.

World Habitat Day 2008
As declared by United National
World Habitat Programme, World Habitat Day fell on Monday
the 06th October 2008. This day was commemorated
by the Ministry of Housing and Common Amenities in
collaboration with the Ministry of Urban Development and
Sacred Area Development. The theme adopted for the World
Habitat Day this year was “Harmonious Cities ”
World Habitat Day Commemoration
ceremonies were organised in Moratuwa Divisional Secretariat
Divisions which faced the pressure of speedy Urban
Development. In parallel with the World Habitat Day, a
series of Development Programmes were implemented within
the environs of Moratuwa and
Moratuwa Urban Council bestowed full patronage and
Co-operation to make this a great success.
National Housing Development Authority implemented a
Housing Loans Programmes as well as Human Settlement
Development Programmes to cover the whole island. Occupants
of Government Housing Complexes for a considerable time
were presented with title deeds.
Priority was given to school children in conducting World
Habitat Day Programmes.
Various contests were organized for school children to
express their ideas, views and knowledge regarding various
problems and disputes arising out of Urban Development.
There was a vast participation of school children from
Northern and Eastern Provinces.
Major
role in technological Programmes was played by Moratuwa
University , Developing and launching a special Websites
for Moratuwa municipal Council to maintain good governance.
National Housing Development Authority took the initial step
to sign an Memo random of Understanding for Technical
Development and exchange of views with Moratuwa University.
This was an inaugural step in the field of Housing
Development.
